I am certain that he is not a Franciscan of the Immaculate. I think he is a member of a Third Order foundation known as the Little Brothers of St. Francis based in Boston Massachusetts. They almost have the same habits as the FI's with regards to colour, but their habits textile material is made up of jean material. Last year they had a member of their institution (L.B.S.F.) make their profession in a ceremony presided by Cardinal O'Malley in the same Basilica shown on this post.
That would make sense: the Little Brothers of St. Francis are about a block away from the Mission Church. I spent a lot of time there praying for my preemie twins in the hospital a few blocks away, and saw the Little Brothers often.
