I've heard both that there's a building reservoir of pseudoestrogens in our water, and that the human body when exposed to such things overcompensates contrariwise; perhaps you're picking-up on one instance of this?
But it's really only the bleached-hair/dark-eye-brow contrast that really bugs me. Same trouble with Brad Pitt...
