Couldn't make this stuff up

I have been informed by a reliable source that in this country there are areas in which the local government installs microchips in people's bins to make sure they are not throwing away things that might be recycled.

  2. Yes. The London Borough of Croydon is one of them.

    Now that the Government has accepted the idea of "pay as you throw" one can expect more and more councils to do the same.

    Net result - more fly tipping is bound to occur.
